  Check a list of countries with visa exemptions at the Ministry of Foreign Affairs of Japan, and see whether you need a visa. Countries requiring visas include China, India, Russia and Brazil. If you are not sure, ask your nearest Japanese embass or consulate directly.
  If you do need a visa, ACT EARLY! Depending on your nationality and the local embassy, visa applications may take up to ONE MONTH to be processed. IEEE NOMS2010 can assist you by providing a letter stating that you have a paper in the conference or are registered to attend. You must register for the conference first with payment, and complete and submit the VISA request form. Please note that VISA Assistance request may take up to 7 days to process.

                In some cases, you may be requires Japanese documents issued by the local host, because IEEE invitation
                Letter is recognized not be sufficient.
                For those who requires special assistance for visa application, Please first get an IEEE invitation letter (i.e.     
                this verifies your registration and payment), then Contact Yoshiaki Kiriha (kiriha at nict.go.jp) until "January
                30th 2010" with the Special Form, certification letter from your organization, and IEEEinvitation letter(PDF).
